SAQAN has the following structure:

The General Assembly;

The General Assembly is the highest decision making body of the Network. It consists of the Full and Associate members of the Network. . However it is only the Full members who can vote. The General Assembly is responsible for the control and governance of the Network with powers the following powers:

  • election of Executive Committee members;
  • consideration and adoption of reports from the Executive Committee;
  • determination and adoption of the annual fees and any other contributions to be paid by Members;
  • appointment of the external auditors;
  • taking decisions necessary for the efficient operation of the Network;
  • expulsion and suspension of members on the recommendation of the Executive Committee; and
  • amendment of the Constitution.

The General Assembly meets once every two years. Special meetings of the General Assembly may be convened by the President or on written request of one third of the Full Members to address urgent matters.

 

The Executive Committee;

This is the executive arm of the Network and responsible for decision making in between the meetings of the General Assembly. The Executive Committee shall be elected by the General Assembly and shall consist of:
  • the President - Prof. Kuzvinetsa Dzvimbo: CEO of Zimbabwe Council for Higher Education
  • the Vice President – Dr Litsabako Ntoi: Chief Executive of Council on Higher Education Lesotho
  • the Treasurer - Prof. Stephen Simukanga: Director General of Higher Education Authority Zambia 
  • the Executive Secretary - Ms Sylvia Demas: Acting Executive Director of Namibian Council for Higher Education
  • Member - Prof. Narend Baijnath: CEO of Council on Higher Education South Africa
  • Member - Mr Mboni Dlamini: Executive Secretary of Swaziland Higher Education Council
  • Member – Dr Botsalano Mosimakoko; CEO of Botswana Qualifications Authority

The Executive Committee is responsible for implementing the Strategic Plan, the bi-annual plans and policies as approved by the General Assembly. Other responsibilities of the Executive Committee include the following:

  • advancing the Network's objects as provided in the Constitution;
  • implementing the decisions of the General Assembly;
  • preparing the rules and procedures for adoption by the General Assembly
  • approving the admission of members and  observers;
  • developing the Network's Strategic Plan for approval by the General Assembly; and
  • acquire and receive movable and immovable assets including gifts and intellectual properties which shall be used solely for the furtherance of its objects.

 

The Secretariat

The Secretariat according to the Constitution is responsible for administration and management of the Network. Its role is mainly to support the Executive Committee’s administrative, research, consultancy and the general day to day work of the Network.
The Executive Secretary shall be from the hosting organisation and shall have the power to perform the following functions:  

  • manage the Secretariat and supervise the personnel;
  • facilitate the efficient operation of the General Assembly’s formal decision making and reporting processes;
  • collection of membership and subscriptions fees on behalf of the Network;
  • prepare annual reports, budgets and annual work plans to be presented to the Executive Committee and the General Assembly;
  • arrange for the Network's publications in print and on the Website;
  • collect, organise and distribute to Members of the Executive Committee and the General Assembly relevant information and documents for the purpose of meetings;
  • prepare the budget and operational plans for the Network as approved by the Executive Committee and administer the implementation thereof; and
  • perform any other functions determined by the Executive Committee or by the General Assembly.
