Dialogue on Innovative Higher Education Strategies (DIES)


The Dialogue on Innovative Higher Education Strategies (DIES) programme is jointly developed by the German Academic Exchange Service (DAAD) and the German Rectors’ Conference (HRK). It offers two main programme components – training courses and dialogue events – that foster the competencies of academic staff and contribute to the enhancement of institutional management at universities in developing countries. In the context of DIES projects, that combine dialogue events and training measures, the DAAD and the HRK cooperate with foreign partner organisations on current reform topics. The DIES programme is financed by the Federal Ministry for Economic Cooperation and Development (BMZ).

In Africa, DIES projects related to quality assurance have been implemented since 2006, starting with activities for developing regional quality assurance structures in East Africa. DIES has been active in French- and English speaking countries in West and Central Africa since 2013, focussing on strengthening quality assurance structures in higher education institutions and national regulatory bodies. Both projects are implemented in collaboration with regional partners. Being partner of the EC-funded HAQAA (Harmonisation, Quality and Accreditation Initiative) project consortium, DAAD/DIES has been contributing to the development of a harmonised quality assurance and accreditation system at institutional level, national, regional and PanAfrican continental level since 2015.
